Yes. The U.S. Census counts non-citizens and citizens alike. The U.S. Constitution asks for a “counting the whole number of free persons” and the 14th Amendment rewrote that section to merely say “counting the whole number of persons.” While there have been discussions in Congress, including S.AMDT.2644 amendment by Sen. David Vitter of Louisiana to H.R.2847, which had as its purpose:
“To provide that none of the funds made available in this Act may be used for collection of census data that does not include a question regarding status of United States citizenship.”
No bills, changes, or otherwise have changed the basis for counting – count everyone here at their usual residence – citizen or not.
